Agentic AI-Driven Regulatory Compliance Automation: Developing a Risk-Aware Framework that Integrates Large Language Models, Autonomous AI Agents, Knowledge Graphs, Policy-Constrained Workflow Execution, Automated Evidence Collection, and Human-in-the-Loop Validation
Abstract
Modern enterprises face complex, fast-evolving regulatory frameworks that traditional rule-based compliance systems can no longer support. These rigid engines cannot interpret unstructured data or adapt when rules change, creating significant operational risk. While Large Language Models (LLMs) excel at language understanding, relying on them alone in high-stakes compliance is risky. Standalone LLMs can hallucinate, lack deterministic guarantees, and fail to provide auditable decision trails. This paper proposes a risk-aware framework for Agentic AI-driven compliance automation that constrains LLMs within deterministic guardrails. Specialized, autonomous AI agents orchestrate workflows alongside Knowledge Graphs and Graph-Augmented Retrieval to provide grounded context and mitigate hallucinations. A non-bypassable Policy-as-Code layer intercepts unsafe tool calls, prevents Confused Deputy vulnerabilities, and enforces fail-closed execution. To ensure auditable accountability, the framework records immutable evidence in WORM storage using cryptographic hash chains, paired with risk-tiered Human-in-the-Loop validation. By decoupling language generation from compliance logic, the architecture provides continuous monitoring, adapts rapidly to regulatory changes, and produces explainable, defensible decisions.
